Historically, safe passages have turned into dangerous routes. Thousands of refugees and migrants die every year in the Mediterranean. This talk will look at whether the duty to help at sea is still upheld.

Dr Tugba Basaran is Director of the Centre for the Study of Global Human Movement at the University of Cambridge. Her research is on rights and responsibilities and she is the author of ‘Security, law and borders: At the limit of liberties’. Her research is located at the intersection of politics, law and society, examining global practices of governance with emphasis on legal borders and legal infrastructures, claims to extra-territoriality and the production of indifference, law’s distinction between liberal and illiberal and tensions between state and empire.
